Cupa Romaniei Offshore 2023
General Rules

1. ORGANISING AUTHORITY (OA)

Cupa Romaniei Offshore 2023 it is organized by the Yacht Club Sportiv Seanergya with the support of Black Sea Magic SRL and Seanergya Yachting SRL.

2. RULES

2. 1 Regattas will be governed by the rules as defined in the Racing Rules of Sailing.

2.2 No national authority prescription will apply.

2.3 The latest version of the following rules will also apply:

a) IMS Rules;

b) ORC Rating Systems Rules;

c) World Sailing Offshore Special Regulations Appendix B, Special Regulations for Inshore Racing will apply (Safety equipment).

2.5 The International Regulations for Preventing Collisions at Sea (IRPCAS) will replace the rules of Part 2 of RRS from the actual sunset to the actual sunrise.

2.6 Official languages are English and Romanian. If there is a conflict between languages the English text shall take precedence.

2.7 Automatic, mechanical and wind vane devices for steering shall be prohibited with the exception for double handed boats, racing with ORC Double Handed certificates.

3. ELIGIBILITY [NP]

3.1 Cupa Romaniei Offshore 2023 is open to all boats having a valid ORC certificate.

3.2. ORC classes:

a. Starting group A (Performance Racing): Dynamic Allowance ≤ 0,275 and displacement > 3000Kg  

  • A1 Class: CDL > 9.600
  • A2 Class: CDL ≤ 9.600

 

b. Starting group B (Club Racing):

  • B1 Class: Dynamic Allowance > 0,275 and displacement > 3000Kg             
  • B2 (Sport) Class: displacement ≤ 3000kg

 

c. First 40.7 class: for Beneteau First 40.7 boats. This is an overlapped class; scoring will be calculated by extracting it from A1 Class.

3. 3 Non-Spinnaker ORC certificates are allowed only for Starting group B boats.

3.4. Double Handed ORC certificates are allowed only for Sport class boats.

3.3 A boat must be present at minimum one of the Regatta listed on point 4. In order for a boat to fulfill its entry status in the Cupa Romaniei Offshore
2023
, she must start at least one of the scheduled races.

4. SCHEDULE [NP]

4.1 Five (5) regattas are scheduled to be held on the following dates:

  • 26th – 28th of May, 2023 – Seanergya Regatta
  • 15th – 18th of June, 2023 – The Friendship Regatta
  • 7th – 9th of July, 2023 – Life Harbour Regatta
  • 4st – 6th of August, 2023 – Best of Summer Regatta
  • 8th – 10th of September, 2023 – Autumn Regatta

 

4.2 Cupa Romaniei Offshore 2023 is valid if at least 2 regattas are completed.

5. SCORING

5.1 Only registered boats will be scored. Scoring is based on “ORC Sail Number”.

5.2 Low Points scoring system will apply.

5.3 All individual races from the regattas listed at point 4.1 are counted together.

5.4 The following scoring coefficients will apply:

 

  • Inshore races:           scoring coefficient 1.00
  • Offshore/Coastal races:   scoring coefficient 1.00

 

5.5 Series ties will be broken using rule A8.

5.6 When less than 5 races, have been completed, a boat’s series score will be the total of her races scores.

5.7 When 5 or more than 5 races have been completed, but less than 10, a boat’s series score will be the total of her races scores excluding 1 (one) inshore worst score.

5. 8 When 10 or more than 10 races have been completed, but less than 15, a boat’s series score will be the total of her races scores excluding 1 (one) inshore worst score and 1 (one) offshore/coastal worst score.

5.9 When 15 or more than 15 races have been completed, but less than 20 a boat’s series score will be the total of her races scores excluding 2 (two) inshore worst score and 1 (one) offshore/coastal worst score.

5.10 When 20 or more than 20 races have been completed, a boat’s series score will be the total of her races scores excluding 3 (three) inshore worst score and 1(one) offshore/coastal worst score.

6. MEDIA RIGHTS

Competitors and crew members on the competing boats grant, at no cost, the Organizers and affiliated companies the unrestricted right and permission to use the name, voice and the images of boats and crew themselves for any text, photograph or video footage, as well as representations of the boats published and/or broadcasted with any media (including but not limited to Press and TV advertisements or Internet), for either editorial or advertising purposes or to be used in press information.

7. PRIZES AND TROPHIES

7.1 The first three boats in each class will receive trophies and/or medals.

7.2 Other prizes and trophies might be awarded on OA discretion.

8. DISCLAIMER OF LIABILITY

Competitors participate in Cupa Romaniei Offshore 2023 entirely at their own risk. The Organizing Authority and any part involved in the organization
disclaim any and all responsibility whatsoever for loss, damage, injury or inconvenience that might occur to persons and materials, both ashore and at sea
as a consequence of participation in the event. Each boat owner or his representative accepts these terms by signing the entry form. The attention of
competitors is drawn to RRS Part 1 Fundamental Rule 3: A boat is solely responsible for deciding whether or not to start or to continue racing.

9. INSURANCE

9.1 Each participating boat shall be insured with valid third-party liability insurance with adequate cover taking into account the value of the boats racing
and the measure of damages likely to arise in the event of an accident.

9.2 The OA is not responsible for verifying the status or validity of insurance certificates.
